Update 2025: I am leaving this up because I wrote it, but I have to say that I have learned a ton that invalidates most of what I originally wrote here. First, Dr. Peel did not intend to give a full-endorsement of HealthVault. She was simply quoted as she celebrated some of the privacy features that were first available on that platform.

Second, Dr. Peel has turned out to be right in just about every allegation that I can remember regarding the depth and breadth of privacy problems. I now regret doing anything but celebrating her work. Hindsight is like that sometimes.

Dr. Deborah Peel has endorsed Microsoft's HealthVault PHR. From the Patient Privacy Rights press release:

PatientPrivacyRights.Org founder, Dr. Deborah C. Peel, will stand with Microsoft in Washington, D.C today at a press conference to announce the launch of HealthVault.
